After a bit more discussion, we came to consensus that wheelchairs would find their wheels enchanted with magic that is close to a freedom of movement spell in D&D. So, this would make mud, snow, and grass easier for them to navigate. Mountains and water would still be hard to cross without help from someone else, however.
